I couldn't hit the repeater from across the lake. Tried to submit a 0 Propagation Report but it forced me into a 1 that may make it look like this repeater is still active or healthy.

Previously, I could not hit this repeater - it must have been down for maintenance. Now I can hit it just fine with no changes on my end. However, this repeater is about as dead as can be. No traffic.
